Brokers and leasing companies pay the 0–2 bracket regardless of their size. Freight forwarders and private carriers pay by fleet like any carrier. A carrier that is also a broker pays once, on its fleet. The base state never changes the fee.

Why fees rose about 20% for 2027

  • The program was collecting less than it needed: the projected shortfall was $21.79 million.
  • The surpluses of earlier years were used up — they are what funded the 2023–2024 reductions.
  • The statute requires roughly $118 million a year: the states' shares plus administration.
  • The increase averages 20%, from +$9 to +$9,329 by bracket. FMCSA calls it a one-time correction, not an annual 20% ramp.
  • Even after the increase, 2027 fees are below 2019–2022 levels.

How it was adopted: the UCR board recommended the increase on September 18, 2025; FMCSA published the proposed rule on April 7, 2026 (34 comments); the final rule was published September 1, 2026 and took effect October 1, 2026. A legal challenge failed — the D.C. Circuit denied the petition on June 17, 2026.

2022 and 2023 from the Virginia DMV fee tables; 2024–2027 from 49 CFR Part 367 (§367.30, §367.40, §367.50). 2025 and 2026 share the same schedule.

Nuances

  • No proration. Registering in July costs the same as in January.
  • Which schedule applies: a late 2026 registration is paid at 2026 rates; a 2027 registration at 2027 rates.
  • Portal processing fees: the Texas DMV lists a 2.97% card fee at ucr.gov ($55 + $1.63 ≈ $56.63); Minnesota mentions about $1 for e-check. UCRAssist charges no card surcharge — see pricing.
  • Per vehicle, the smallest carrier in each bracket pays roughly $54–56 per truck per year in 2027.
