Do I need UCR?

UCR applies to anyone in interstate commerce — and 'interstate' is wider than crossing a state line. Six questions, instant answer, no email required.

1. Which best describes your business?
2. Do your vehicles cross state or national lines?
3. Does the freight (or do the passengers) cross a line at any point?

Before you pick it up or after you deliver — e.g. port containers, rail transfers, interline freight.

4. Do you carry only your own members or employees, never the public?

Church, school or company shuttles.

5. Do you operate only within Hawaii?
6. Do you haul only for the federal government?

Result

UCR is probably not required.

Operations entirely within one state, moving freight that neither came from nor goes to another state, are intrastate and outside UCR. Confirm with your state: a few apply UCR to intrastate carriers too.
